一是提升算(suan)(suan)力(li)(li)(li)資源統(tong)(tong)(tong)籌供(gong)(gong)給(gei)能力(li)(li)(li)。實施算(suan)(suan)力(li)(li)(li)伙伴計劃,與云廠商(shang)加強合(he)作(zuo),提供(gong)(gong)多元(yuan)化優質(zhi)普惠算(suan)(suan)力(li)(li)(li)。加快北京(jing)人(ren)工智能公共算(suan)(suan)力(li)(li)(li)中心(xin)、北京(jing)數字經濟算(suan)(suan)力(li)(li)(li)中心(xin)等項(xiang)目(mu)建設,形成規模化先進算(suan)(suan)力(li)(li)(li)供(gong)(gong)給(gei)能力(li)(li)(li)。實現異構算(suan)(suan)力(li)(li)(li)環(huan)境統(tong)(tong)(tong)一管理(li)、統(tong)(tong)(tong)一運營,提高環(huan)京(jing)地區算(suan)(suan)力(li)(li)(li)一體化調度能力(li)(li)(li)。
二是提(ti)(ti)升高質(zhi)量數(shu)據要素供給能力。構建(jian)(jian)安全合規(gui)的(de)開放(fang)基礎訓(xun)練(lian)數(shu)據集,建(jian)(jian)設(she)高質(zhi)量的(de)預訓(xun)練(lian)中(zhong)文語料庫(ku)。謀劃建(jian)(jian)設(she)數(shu)據訓(xun)練(lian)基地,提(ti)(ti)升數(shu)據標注庫(ku)規(gui)模和質(zhi)量,探(tan)索基于(yu)數(shu)據貢獻(xian)、模型應用的(de)商業化場景(jing)合作(zuo)。建(jian)(jian)設(she)數(shu)據集精(jing)細化標注眾包服務(wu)平(ping)臺(tai),鼓(gu)勵專(zhuan)業人員參與(yu)標注,研究平(ping)臺(tai)激勵機制(zhi)。
三是系(xi)統(tong)構建大(da)模型(xing)(xing)等通(tong)用人工(gong)(gong)(gong)智(zhi)能技(ji)術(shu)體系(xi)。開展(zhan)大(da)模型(xing)(xing)創新(xin)算法及(ji)(ji)關(guan)(guan)鍵技(ji)術(shu)研究,鼓勵(li)開源技(ji)術(shu)生(sheng)態建設。構建數據管理平(ping)臺相(xiang)關(guan)(guan)系(xi)統(tong),研發數據清洗、標注、分(fen)類、注釋及(ji)(ji)內容審查等算法及(ji)(ji)工(gong)(gong)(gong)具。構建多模態多維(wei)度的基(ji)礎模型(xing)(xing)評(ping)(ping)測(ce)基(ji)準及(ji)(ji)評(ping)(ping)測(ce)方法,建設自動(dong)評(ping)(ping)測(ce)開放服務(wu)平(ping)臺。支持研發分(fen)布式訓(xun)練(lian)系(xi)統(tong)、編譯(yi)器及(ji)(ji)人工(gong)(gong)(gong)智(zhi)能芯片(pian)自動(dong)化評(ping)(ping)測(ce)系(xi)統(tong),推動(dong)基(ji)礎軟硬件(jian)廣泛適配。持續(xu)探索通(tong)用智(zhi)能體、具身智(zhi)能和類腦智(zhi)能等通(tong)用人工(gong)(gong)(gong)智(zhi)能新(xin)路徑。
四是(shi)推(tui)(tui)動通(tong)用(yong)(yong)人工智(zhi)能(neng)(neng)(neng)(neng)(neng)技(ji)(ji)術創新(xin)(xin)場景應用(yong)(yong)。圍(wei)繞政務(wu)咨詢、政策服(fu)務(wu)、接訴即辦、政務(wu)辦事(shi)等(deng)工作,提升精準服(fu)務(wu)能(neng)(neng)(neng)(neng)(neng)力和(he)系(xi)統(tong)智(zhi)能(neng)(neng)(neng)(neng)(neng)化水(shui)平(ping)。面(mian)向智(zhi)能(neng)(neng)(neng)(neng)(neng)導(dao)診、輔助診斷、智(zhi)能(neng)(neng)(neng)(neng)(neng)治療(liao)等(deng)場景需求,開發(fa)智(zhi)能(neng)(neng)(neng)(neng)(neng)應用(yong)(yong),提升診斷、治療(liao)、預防及全(quan)病程(cheng)管理的智(zhi)能(neng)(neng)(neng)(neng)(neng)水(shui)平(ping)。支持(chi)科研(yan)實驗室與人工智(zhi)能(neng)(neng)(neng)(neng)(neng)創新(xin)(xin)主(zhu)體(ti)開展聯合研(yan)發(fa),加(jia)速人工智(zhi)能(neng)(neng)(neng)(neng)(neng)技(ji)(ji)術賦能(neng)(neng)(neng)(neng)(neng)新(xin)(xin)材料和(he)創新(xin)(xin)藥物領域科學研(yan)究(jiu)。聚(ju)焦智(zhi)能(neng)(neng)(neng)(neng)(neng)風控、智(zhi)能(neng)(neng)(neng)(neng)(neng)投(tou)顧、智(zhi)能(neng)(neng)(neng)(neng)(neng)客服(fu)等(deng)環節,系(xi)統(tong)布局“揭(jie)榜掛帥”項目,推(tui)(tui)動金融(rong)機構(gou)開放應用(yong)(yong)場景。支持(chi)研(yan)發(fa)多(duo)模(mo)態融(rong)合感知技(ji)(ji)術,開放車路協同自(zi)動駕駛(shi)數據集,探索自(zi)動駕駛(shi)新(xin)(xin)技(ji)(ji)術路徑。支持(chi)在城(cheng)市大(da)腦建設中(zhong)應用(yong)(yong)大(da)模(mo)型技(ji)(ji)術,為城(cheng)市治理決策提供更加(jia)綜合全(quan)面(mian)的支撐(cheng)。
五是探索營(ying)造包容審慎的監管(guan)(guan)環境。鼓勵創新主(zhu)體采用安(an)(an)全可信的工具(ju)及(ji)資源開展(zhan)技術創新,推動(dong)在(zai)中(zhong)關村國(guo)家(jia)自主(zhu)創新示范區(qu)核心區(qu)實(shi)(shi)行包容審慎監管(guan)(guan)試點。建立常態化聯系服(fu)務指(zhi)導(dao)機制(zhi),指(zhi)導(dao)創新主(zhu)體加(jia)強(qiang)(qiang)安(an)(an)全檢測,履行安(an)(an)全評(ping)估及(ji)算(suan)法備案流程。加(jia)強(qiang)(qiang)網絡和數據安(an)(an)全管(guan)(guan)理(li)(li),落(luo)實(shi)(shi)主(zhu)體責任,強(qiang)(qiang)化安(an)(an)全管(guan)(guan)理(li)(li)制(zhi)度建設,全面提升網絡安(an)(an)全和數據安(an)(an)全防護能(neng)力。建設科(ke)(ke)技倫理(li)(li)治理(li)(li)公共(gong)服(fu)務平臺,開展(zhan)科(ke)(ke)技倫理(li)(li)審查及(ji)相關業務培訓,構建良(liang)好人工智能(neng)科(ke)(ke)技倫理(li)(li)氛圍。
