《規劃》提出(chu),加強養老(lao)(lao)和(he)(he)健康保(bao)險(xian)(xian)(xian)領(ling)域標(biao)(biao)準建(jian)(jian)(jian)設,支持養老(lao)(lao)保(bao)險(xian)(xian)(xian)第三(san)支柱建(jian)(jian)(jian)設,制定(ding)養老(lao)(lao)保(bao)險(xian)(xian)(xian)產品和(he)(he)服務標(biao)(biao)準,促進保(bao)險(xian)(xian)(xian)機構開發(fa)滿足消費者(zhe)需求的多樣化養老(lao)(lao)保(bao)險(xian)(xian)(xian)產品。同(tong)時,推動責(ze)任(ren)(ren)保(bao)險(xian)(xian)(xian)和(he)(he)保(bao)證保(bao)險(xian)(xian)(xian)領(ling)域標(biao)(biao)準建(jian)(jian)(jian)設,積極開展責(ze)任(ren)(ren)保(bao)險(xian)(xian)(xian)和(he)(he)保(bao)證保(bao)險(xian)(xian)(xian)領(ling)域的標(biao)(biao)準建(jian)(jian)(jian)設。此外還需加強巨災(zai)(zai)保(bao)險(xian)(xian)(xian)標(biao)(biao)準建(jian)(jian)(jian)設,制定(ding)巨災(zai)(zai)分(fen)類和(he)(he)巨災(zai)(zai)保(bao)險(xian)(xian)(xian)產品規范,提升應對(dui)巨災(zai)(zai)的社會保(bao)障(zhang)能力。
《規劃(hua)》表示,當前我國保(bao)(bao)險(xian)(xian)業(ye)面臨的(de)內外部形勢(shi)仍(reng)然嚴峻復雜,行(xing)業(ye)自身發(fa)展不平衡、不充(chong)分(fen)的(de)結構(gou)性問題(ti)逐步凸顯,部分(fen)重(zhong)(zhong)點公司、重(zhong)(zhong)點領域(yu)面臨的(de)困難與風險(xian)(xian)不容忽(hu)視。張(zhang)俊巖則認(ren)為(wei),保(bao)(bao)險(xian)(xian)欺(qi)詐(zha)行(xing)為(wei)不僅直接侵害了(le)保(bao)(bao)險(xian)(xian)消(xiao)費者利(li)益、侵蝕了(le)保(bao)(bao)險(xian)(xian)機構(gou)效益,而(er)且間(jian)接推高了(le)保(bao)(bao)險(xian)(xian)產品和保(bao)(bao)險(xian)(xian)服(fu)務的(de)價格,損害了(le)行(xing)業(ye)形象(xiang),破壞了(le)市場秩序。據國際保(bao)(bao)險(xian)(xian)監(jian)督官協(xie)會測算,全球(qiu)每年約(yue)有20%-30%的(de)保(bao)(bao)險(xian)(xian)賠(pei)款(kuan)涉嫌(xian)欺(qi)詐(zha),在某些具體(ti)領域(yu)這個數字(zi)會更高,伴隨欺(qi)詐(zha)案件(jian)而(er)來的(de)是保(bao)(bao)險(xian)(xian)機構(gou)大量(liang)人力與物力的(de)消(xiao)耗。
加強保(bao)險反(fan)欺詐(zha)標準(zhun)建(jian)設,通過數據積累和風控布(bu)局,有助(zhu)于在核保(bao)環(huan)節發現并防范逆選擇人群,讓(rang)真正有保(bao)險需求的用戶得到保(bao)障(zhang)。標準(zhun)化建(jian)設也(ye)有利于產品(pin)的持續(xu)創新,從(cong)保(bao)障(zhang)責任(ren)設計(ji)到產品(pin)定(ding)價都會更加精準(zhun)。
