湖南省人工智能產業發展三年行(xing)動計劃

(2024-2026年)

為深入貫徹落實(shi)黨中(zhong)央、國(guo)務院關于加(jia)快發展人(ren)工(gong)(gong)智能(neng)的決(jue)策部署,認真(zhen)落實(shi)省委、省政府工(gong)(gong)作要求,全力(li)推動我省人(ren)工(gong)(gong)智能(neng)產(chan)業高(gao)質量發展,加(jia)快發展新質生產(chan)力(li),構建(jian)“4×4”現代化產(chan)業體(ti)系,促進人(ren)工(gong)(gong)智能(neng)和(he)實(shi)體(ti)經濟深度融合,縱深推進“智賦萬企”行動,制定本行動計劃。

一、總體要求(qiu)

以(yi)習近平(ping)新時代中(zhong)國特色(se)社會主(zhu)義思想為指導,全(quan)(quan)面貫(guan)徹黨(dang)的(de)二十大和(he)二十屆(jie)二中(zhong)、三中(zhong)全(quan)(quan)會精神(shen),認真貫(guan)徹習近平(ping)總(zong)書記考察湖南重要講話和(he)指示(shi)精神(shen),以(yi)增強(qiang)基礎支撐(cheng)為重點,以(yi)突(tu)(tu)破關鍵技術(shu)為引擎,以(yi)發(fa)展智能產品為依托,以(yi)賦能新型工(gong)業(ye)化(hua)為主(zhu)線,加快構建(jian)以(yi)實體(ti)經濟為支撐(cheng)的(de)現代化(hua)產業(ye)體(ti)系。到2026年,全(quan)(quan)省(sheng)(sheng)智能算力達到3600PFlops,人(ren)工(gong)智能產業(ye)規模突(tu)(tu)破1000億(yi)元,培育2-3家(jia)(jia)有全(quan)(quan)國影響(xiang)力的(de)生態(tai)主(zhu)導型企(qi)業(ye)和(he)一(yi)批(pi)專精特新“小(xiao)巨人(ren)”企(qi)業(ye),培育一(yi)批(pi)高水平(ping)研發(fa)創新平(ping)臺,支持建(jian)設5家(jia)(jia)左右(you)省(sheng)(sheng)級人(ren)工(gong)智能產業(ye)園,打(da)造50個(ge)(ge)左右(you)特色(se)化(hua)的(de)行業(ye)大模型、100個(ge)(ge)左右(you)標志性創新產品、200個(ge)(ge)左右(you)典型應(ying)用場景。

二、重(zhong)點(dian)任務

(一)加強基礎支(zhi)撐

1、加(jia)快(kuai)發展智(zhi)能(neng)算(suan)(suan)力。深化央(yang)地(di)合作(zuo),支(zhi)持(chi)通(tong)信(xin)運營商在湘布局“萬(wan)卡級”新型智(zhi)算(suan)(suan)中(zhong)(zhong)心(xin)。加(jia)大(da)對長(chang)株潭數(shu)據中(zhong)(zhong)心(xin)集群(qun)、東(dong)江湖(hu)數(shu)據中(zhong)(zhong)心(xin)集群(qun)建(jian)(jian)設(she)支(zhi)持(chi)力度,鼓勵社會(hui)資本重點在兩大(da)數(shu)據中(zhong)(zhong)心(xin)集群(qun)區(qu)域新建(jian)(jian)一批綠色智(zhi)算(suan)(suan)中(zhong)(zhong)心(xin)重點項目,逐步(bu)合理(li)提升智(zhi)能(neng)算(suan)(suan)力占(zhan)比。加(jia)快(kuai)邊(bian)緣算(suan)(suan)力建(jian)(jian)設(she),支(zhi)撐工業(ye)制(zhi)(zhi)造、智(zhi)能(neng)電網(wang)、云(yun)游戲(xi)等(deng)低(di)時延業(ye)務應用,推(tui)動“云(yun)邊(bian)端”算(suan)(suan)力泛在分布、協同發展。支(zhi)持(chi)國家超算(suan)(suan)長(chang)沙中(zhong)(zhong)心(xin)、中(zhong)(zhong)國電信(xin)中(zhong)(zhong)南智(zhi)算(suan)(suan)中(zhong)(zhong)心(xin)、長(chang)沙人工智(zhi)能(neng)創新中(zhong)(zhong)心(xin)、東(dong)江湖(hu)大(da)數(shu)據產(chan)業(ye)園(yuan)等(deng)擴能(neng)升級,著(zhu)力提升算(suan)(suan)力設(she)施利用效率。建(jian)(jian)設(she)全省(sheng)算(suan)(suan)力調(diao)度和綜(zong)合管理(li)平臺,建(jian)(jian)立跨區(qu)域算(suan)(suan)力資源調(diao)度機制(zhi)(zhi),推(tui)進算(suan)(suan)力互聯(lian)互通(tong)。

2、發(fa)展智(zhi)(zhi)能(neng)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)。積極創(chuang)建中國軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)名(ming)園(yuan),推動軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)產(chan)業(ye)(ye)發(fa)展集群集聚。充分(fen)利用首版次軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)政策,支持軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)企(qi)(qi)業(ye)(ye)與(yu)硬件(jian)(jian)(jian)企(qi)(qi)業(ye)(ye)深度(du)合作(zuo)(zuo)(zuo),加(jia)(jia)快開(kai)(kai)發(fa)基于圖(tu)像識別、圖(tu)片生(sheng)成(cheng)(cheng)、數據挖掘、深度(du)學(xue)習、人(ren)(ren)機交互等(deng)算(suan)法軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)。支持研制(zhi)引擎(qing)(qing)框架(jia)工(gong)具(ju)體(ti)(ti)系(xi),開(kai)(kai)發(fa)面向(xiang)訓練推理加(jia)(jia)速引擎(qing)(qing)、超大(da)(da)規模深度(du)學(xue)習的(de)(de)高(gao)性能(neng)分(fen)布(bu)式并行(xing)(xing)計(ji)算(suan)框架(jia)和平臺。發(fa)展智(zhi)(zhi)能(neng)操(cao)(cao)作(zuo)(zuo)(zuo)系(xi)統,研發(fa)具(ju)有自主(zhu)知識產(chan)權的(de)(de)服務(wu)器智(zhi)(zhi)能(neng)操(cao)(cao)作(zuo)(zuo)(zuo)系(xi)統、智(zhi)(zhi)能(neng)終端(duan)操(cao)(cao)作(zuo)(zuo)(zuo)系(xi)統等(deng)。積極推動系(xi)統軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)、AI開(kai)(kai)發(fa)框架(jia)等(deng)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)和智(zhi)(zhi)能(neng)芯(xin)片、計(ji)算(suan)設備等(deng)硬件(jian)(jian)(jian)之間的(de)(de)適配(pei)和優化(hua)(hua),打造軟(ruan)(ruan)(ruan)(ruan)(ruan)硬件(jian)(jian)(jian)一體(ti)(ti)化(hua)(hua)生(sheng)態體(ti)(ti)系(xi)。支持工(gong)業(ye)(ye)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)企(qi)(qi)業(ye)(ye)利用人(ren)(ren)工(gong)智(zhi)(zhi)能(neng)技(ji)術提升(sheng)三(san)維(wei)建模、參數化(hua)(hua)設計(ji)、實體(ti)(ti)分(fen)割等(deng)工(gong)業(ye)(ye)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)底層技(ji)術的(de)(de)研發(fa)效率。支持應(ying)用軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)企(qi)(qi)業(ye)(ye)集成(cheng)(cheng)各行(xing)(xing)業(ye)(ye)場景(jing)數據、技(ji)術、工(gong)藝(yi)提供專業(ye)(ye)行(xing)(xing)業(ye)(ye)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)解決方案。支持終端(duan)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)企(qi)(qi)業(ye)(ye)開(kai)(kai)發(fa)面向(xiang)人(ren)(ren)工(gong)智(zhi)(zhi)能(neng)的(de)(de)各類商用APP、辦公軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)等(deng)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)產(chan)品。鼓(gu)勵和支持代碼(ma)大(da)(da)模型(xing)工(gong)具(ju)研發(fa)及應(ying)用,深化(hua)(hua)人(ren)(ren)工(gong)智(zhi)(zhi)能(neng)大(da)(da)模型(xing)在(zai)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)研發(fa)及運維(wei)中的(de)(de)應(ying)用,提升(sheng)軟(ruan)(ruan)(ruan)(ruan)(ruan)件(jian)(jian)(jian)開(kai)(kai)發(fa)的(de)(de)智(zhi)(zhi)能(neng)化(hua)(hua)水平。

3、發展(zhan)(zhan)智(zhi)能芯(xin)(xin)(xin)片和傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)。支持省內(nei)芯(xin)(xin)(xin)片骨干企(qi)業(ye)(ye)重點(dian)突破高算力(li)GPU芯(xin)(xin)(xin)片、光通信芯(xin)(xin)(xin)片等,加(jia)(jia)速(su)推進通信、顯示、音視頻等模組研(yan)發,推動存(cun)算一體(ti)、類(lei)(lei)腦計算、芯(xin)(xin)(xin)粒、指(zhi)令集等芯(xin)(xin)(xin)片研(yan)發與應用。面向家電家居、安防(fang)監控、醫(yi)療設備(bei)等,加(jia)(jia)大(da)高性能、低(di)功耗(hao)的端側芯(xin)(xin)(xin)片開發生(sheng)產。依托長(chang)沙(sha)、株洲、岳陽(yang)等智(zhi)能傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)產業(ye)(ye)、技(ji)術、智(zhi)力(li)資源優勢區域,打造智(zhi)能傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)產業(ye)(ye)集聚(ju)區。瞄準智(zhi)能傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)的研(yan)發設計、加(jia)(jia)工制(zhi)(zhi)造、封(feng)裝測試、材料設備(bei)等四大(da)關(guan)鍵環節,加(jia)(jia)快消費(fei)類(lei)(lei)電子、家電家居、醫(yi)療器(qi)(qi)(qi)(qi)械等領域傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)開發和規模化生(sheng)產。大(da)力(li)發展(zhan)(zhan)工業(ye)(ye)控制(zhi)(zhi)傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)、汽車電子傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)、消費(fei)電子傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)、北斗系統傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)等特色傳(chuan)(chuan)感(gan)(gan)(gan)器(qi)(qi)(qi)(qi)產業(ye)(ye)。

4、建(jian)(jian)設(she)(she)(she)高質量數據(ju)(ju)集。圍繞人工智能大模型訓(xun)練,推(tui)(tui)動(dong)建(jian)(jian)設(she)(she)(she)安全合規的中(zhong)文(wen)、圖像、音(yin)頻(pin)、視(shi)頻(pin)、3D模型等(deng)語(yu)料(liao)庫和數據(ju)(ju)集,加快建(jian)(jian)設(she)(she)(she)面向教育、醫療、文(wen)旅、自動(dong)駕駛等(deng)垂直行(xing)業(ye)的訓(xun)練資源庫、測試數據(ju)(ju)集,著力(li)推(tui)(tui)進工業(ye)數據(ju)(ju)集建(jian)(jian)設(she)(she)(she)。挖掘公共(gong)數據(ju)(ju)價值,協調推(tui)(tui)動(dong)公共(gong)數據(ju)(ju)有(you)條件穩步開放,探索推(tui)(tui)進公共(gong)數據(ju)(ju)專區(qu)(qu)授權運(yun)營。支持湖南(nan)大數據(ju)(ju)交易所規范(fan)發展,積極探索建(jian)(jian)立音(yin)視(shi)頻(pin)數據(ju)(ju)、工業(ye)數據(ju)(ju)、語(yu)料(liao)數據(ju)(ju)等(deng)交易板(ban)塊或(huo)專區(qu)(qu)。

(二)突破關鍵技術

5、加(jia)快發(fa)展大模(mo)(mo)(mo)型(xing)技(ji)術。組織實(shi)(shi)施人(ren)工智(zhi)(zhi)(zhi)能(neng)(neng)(neng)大模(mo)(mo)(mo)型(xing)建設計劃(hua),打造(zao)一批垂(chui)直行業(ye)大模(mo)(mo)(mo)型(xing)。支(zhi)持(chi)湖(hu)南機器人(ren)視(shi)覺感知與(yu)控(kong)制技(ji)術國家(jia)(jia)(jia)工程實(shi)(shi)驗室、湖(hu)南國家(jia)(jia)(jia)應用(yong)數學(xue)中心、湘江實(shi)(shi)驗室、株洲(zhou)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)科學(xue)研(yan)究(jiu)院等(deng)開展人(ren)工智(zhi)(zhi)(zhi)能(neng)(neng)(neng)基礎(chu)理論、科學(xue)智(zhi)(zhi)(zhi)能(neng)(neng)(neng)、具身智(zhi)(zhi)(zhi)能(neng)(neng)(neng)等(deng)前沿(yan)研(yan)究(jiu),研(yan)發(fa)新一代(dai)模(mo)(mo)(mo)型(xing)架(jia)構和訓練方(fang)法。支(zhi)持(chi)行業(ye)企業(ye)加(jia)快研(yan)發(fa)布局智(zhi)(zhi)(zhi)能(neng)(neng)(neng)制造(zao)、音視(shi)頻(pin)、智(zhi)(zhi)(zhi)慧政務、智(zhi)(zhi)(zhi)慧家(jia)(jia)(jia)居、智(zhi)(zhi)(zhi)慧金融(rong)、智(zhi)(zhi)(zhi)慧醫療、智(zhi)(zhi)(zhi)慧交(jiao)通、智(zhi)(zhi)(zhi)慧能(neng)(neng)(neng)源等(deng)垂(chui)直領域行業(ye)大模(mo)(mo)(mo)型(xing),打造(zao)細(xi)分領域具有顯著比較優(you)勢(shi)的行業(ye)大模(mo)(mo)(mo)型(xing)體系,推動(dong)一批生成式人(ren)工智(zhi)(zhi)(zhi)能(neng)(neng)(neng)大模(mo)(mo)(mo)型(xing)完成國家(jia)(jia)(jia)備案。

14、提升安全應(ying)用(yong)水平。加強(qiang)通用(yong)人(ren)(ren)工(gong)(gong)智(zhi)能(neng)的(de)安全可控(kong)技(ji)術(shu)攻關(guan),切實增強(qiang)人(ren)(ren)工(gong)(gong)智(zhi)能(neng)的(de)安全評估和(he)防護能(neng)力。支持建立開源人(ren)(ren)工(gong)(gong)智(zhi)能(neng)安全技(ji)術(shu)平臺,鼓勵技(ji)術(shu)共享和(he)協作創新,加速安全技(ji)術(shu)的(de)發展(zhan)和(he)應(ying)用(yong)。加強(qiang)網絡(luo)安全智(zhi)能(neng)防御(yu)等新技(ji)術(shu)新應(ying)用(yong)的(de)前瞻性研究,構建基于人(ren)(ren)工(gong)(gong)智(zhi)能(neng)主動式防御(yu)技(ji)術(shu)的(de)縱深防御(yu)安全防護體系。

三、保(bao)障措施

(一)加強組(zu)織實施。在省制(zhi)造(zao)強省建設領導小組(zu)的直接(jie)領導下,加強推(tui)(tui)(tui)進(jin)人工(gong)(gong)智(zhi)(zhi)能(neng)產業高質(zhi)量發展(zhan)(zhan)的統籌協調,建立人工(gong)(gong)智(zhi)(zhi)能(neng)產業發展(zhan)(zhan)專家咨詢(xun)委員會,建立健全部門協同(tong)(tong)(tong)推(tui)(tui)(tui)進(jin)機制(zhi),實行清單(dan)化(hua)管理、區域(yu)化(hua)布局(ju)、項目(mu)化(hua)攻堅(jian)、樣板化(hua)推(tui)(tui)(tui)進(jin)、閉環化(hua)評估,定期協同(tong)(tong)(tong)推(tui)(tui)(tui)進(jin)有關任(ren)務落實和(he)重大(da)問題解決。鼓(gu)勵各市州建立常態化(hua)工(gong)(gong)作推(tui)(tui)(tui)進(jin)機制(zhi),上下聯動共(gong)同(tong)(tong)(tong)推(tui)(tui)(tui)進(jin)人工(gong)(gong)智(zhi)(zhi)能(neng)產業高質(zhi)量發展(zhan)(zhan)。

(二)推(tui)(tui)(tui)動區(qu)域集聚(ju)。支持推(tui)(tui)(tui)進長(chang)沙國家人(ren)(ren)工(gong)智(zhi)(zhi)(zhi)能(neng)創新應用先導(dao)區(qu)建設,重(zhong)點壯(zhuang)大智(zhi)(zhi)(zhi)能(neng)傳(chuan)感(gan)器、智(zhi)(zhi)(zhi)能(neng)芯片(pian)與信息安全等(deng)基礎核心(xin)產(chan)業(ye)。支持有條(tiao)件的(de)園區(qu)將(jiang)人(ren)(ren)工(gong)智(zhi)(zhi)(zhi)能(neng)作為(wei)主特產(chan)業(ye),推(tui)(tui)(tui)動有條(tiao)件的(de)單位建設生成式人(ren)(ren)工(gong)智(zhi)(zhi)(zhi)能(neng)基地,布局建設一批(pi)省級人(ren)(ren)工(gong)智(zhi)(zhi)(zhi)能(neng)產(chan)業(ye)園。支持株洲智(zhi)(zhi)(zhi)慧軌道、衡陽(yang)(yang)智(zhi)(zhi)(zhi)能(neng)計量、岳陽(yang)(yang)智(zhi)(zhi)(zhi)慧港口和智(zhi)(zhi)(zhi)慧物流等(deng)產(chan)業(ye)集聚(ju)發(fa)展。加大招商引資力度,布局建設一批(pi)人(ren)(ren)工(gong)智(zhi)(zhi)(zhi)能(neng)領域重(zhong)點項(xiang)目。

(三)強化人才(cai)支撐。加(jia)強人工(gong)智(zhi)能(neng)領域(yu)高層次人才(cai)和(he)高水(shui)平創新(xin)團隊的培養、引進和(he)儲備。鼓勵(li)龍頭企(qi)業(ye)(ye)與高校、科研院所共(gong)建現代(dai)產業(ye)(ye)學院、聯合實(shi)驗(yan)室、實(shi)訓基地(di),發展訂單制(zhi)、現代(dai)學徒制(zhi)等多元化人才(cai)培養模式(shi),加(jia)強人工(gong)智(zhi)能(neng)人才(cai)的多渠(qu)道供給。推動(dong)將人工(gong)智(zhi)能(neng)領域(yu)領軍(jun)人才(cai)、創新(xin)團隊和(he)青(qing)年科技人才(cai)納入(ru)各類人才(cai)計(ji)劃支持范圍。

(四)加大政策支(zhi)持(chi)(chi)。持(chi)(chi)續舉(ju)辦世界(jie)計算大會(hui),推動產(chan)業(ye)資源(yuan)導入、科技(ji)成果轉化、前沿研究(jiu)落地。加強對人(ren)(ren)工智能(neng)產(chan)業(ye)發(fa)(fa)展的(de)資金支(zhi)持(chi)(chi),遴選培育一批人(ren)(ren)工智能(neng)標志性(xing)創新(xin)產(chan)品,打造一批人(ren)(ren)工智能(neng)賦能(neng)新(xin)型工業(ye)化典型應(ying)用場景。支(zhi)持(chi)(chi)符合(he)條件(jian)的(de)人(ren)(ren)工智能(neng)企業(ye)上市(shi)融資,支(zhi)持(chi)(chi)省內企業(ye)在海外(wai)設立研發(fa)(fa)中心和實施企業(ye)并購,拓展人(ren)(ren)工智能(neng)產(chan)業(ye)發(fa)(fa)展空間。
